George Washington begins second presidential term.
Agriculture in the west is affected by taxes that where installed for whiskey by congress in 1791.
The agriculture couldn't pay the taxes.
The rebellion started in 1794 and Daniel Shayes started "sons of liberty". The "whiskey rebellion"
The president took 13,000 troops to stop the rebellion
It was the first time a president wore a military uniform. This action affirmed the power of the president over the central government. It caused citizens to worry  about his abuse of military power. The struggle for power between the congress and the people didn't stop until the civil war.
George Washington believed that the divisions between political power would divide the nation and so he wasn't part of a political party.
        10.5 John Adams became the second president, he was George Washington's vice president he was a scholar and an experienced politician. When war broke out between France and England he and Washington decided to stay neutral even though France helped them during the war for independence. They started the Alien and sedition acts to expel strangers in case of conspiracy. Even though the constitution stated that people had a freedom of expression people were not allowed to criticize the government.
