This image shows the plate split up into three parts.  The red part representing the half portion of the middle of the plate.  The yellow and green parts of represent the other half of the plate.  Most baseball pitchers try to get the ball to cross the plate over the green section.  Each green and yellow are a forth of the plate each.  Here is the visual plate that matches the discription.
